Delayed civic work: Layout allottees move Karnataka Rera against civic authority

Bengaluru: Nadaprabhu Kempegowda Layout (NPKL) Open Forum has filed a complaint against Bangalore Development Authority (BDA) before Karnataka Real Estate Regulatory Authority (K-Rera) over prolonged delays in providing basic amenities in the layout.
The complaint came up for hearing Monday. Allottees accused BDA of failing to complete the layout’s development, though years have elapsed since the developer collected sale consideration and allotted plots to them. The forum sought K-Rera’s urgent intervention to compel BDA to adhere to timelines, provide clarity on infrastructure development and compensate allottees for delays.
K-Rera recently declared NPKL Layout a lapsed project. Spread over 4,043 acres, the layout has 26,000 plots across nine blocks. BDA claims 80% of the infrastructure work is done, but plot owners say the delays are hindering their construction plans, and banks have stopped loan approvals for the project.
Sources told TOI the BDA commissioner did not attend Monday’s hearing and some engineers from the agency were present. The next hearing is scheduled for April 9. Before that, K-Rera will hold discussions with BDA to explore a resolution.
The tribunal emphasised the need for a permanent solution and acknowledged residents’ demand for penalties on BDA. However, K-Rera expressed a preference for resolving the issue rather than focusing on imposing penalties, sources said.
The tribunal requested for a detailed list of pending works, a timeline for their completion and information on contractor engagement. Ashok, secretary of NPKL Open Forum, said, “The issue was brought before K-Rera because the promised amenities, including water and permanent electricity, are yet to be provided. Roads are in a poor condition too.”
